1. The Government has taken several corrective steps to reduce delay in passport issuance.

सरकार ने पासपोर्ट जारी करने में विलंब को कम करने के लिए अनेक सुधारात्मक कदम उठाए हैं।

2. All these measures and precautions available in the system make passport issuance foolproof.

इस प्रणाली में उपलब्ध ये सभी उपाय तथा सावधानियां पासपोर्ट जारी किए जाने की प्रक्रिया को विश्वसनीय तथा आसान बनाता है।

3. This rate will be used for issuance, redemption and LTV purpose and disbursement of loans.

(8). यह दर बांड जारी करने, वापस लेने, एलटीबी उद्देश्य और ऋण चुकाने के लिए इस्तेमाल होगी।

4. In addition, they expressed deep concern at the issuance by Israel of Military Order 1650.

इसके अतिरिक्त उन्होंने इजराइल द्वारा सैन्य आदेश 1650 जारी किए जाने पर भी अपनी गंभीर चिन्ता व्यक्त की।

5. In view of security considerations, the report envisages outsourcing of only non-sensitive activities as stated above. It also envisages cutting down substantially the time taken for issuance of passports by completely overhauling the passport issuance system.

सुरक्षा संबंधी धारणाओं की दृष्टि से इस रिपोर्ट में उपर्युक्तानुसार केवल असंवेदनशील कार्यों को ही आउटसोर्स करने की प्रणाली में पूर्ण रूप से परिवर्तन करके पासपोर्ट जारी करने में लगने वाले समय में भी पर्याप्त कमी आएगी।

6. All these measures and precautions available in the system have made the passport issuance process foolproof.

सिस्टम में उपलब्ध इस प्रकार के सभी उपायों तथा सावधानियों से पासपोर्ट जारी करने की प्रक्रिया पूर्णतः सुरक्षित हो गई है।

7. The actual amount of issuance will be determined by RBI, in consultation with the Ministry of Finance.

वित्त मंत्रालय से सलाह के बाद जारी करने की वास्तविक मात्रा भारतीय रिजर्व बैंक तय करेगा।

8. In case there is no PVR, then a fresh PVR is obtained prior to issuance of a PCC.

पीवीआर नहीं होने पर, पीसीसी जारी करने से पूर्व एक नई पीवीआर प्राप्त की जाती है।

9. (a) & (b) The Government has not issued any directions for mandatory issuance of passports to fishermen going into the sea.

(क) और (ख) सरकार ने समुद्र में जाने वाले मछआरों को अनिवार्य रूप से पासपोर्ट जारी करने हेतु कोई निर्देश जारी नहीं किए हैं।

10. In addition, the following provisions will apply for issuance of fresh passports in the case of the relevant categories of applicants mentioned below:

* इसके अतिरिक्त नए पासपोर्ट को जारी करने के लिए निम्नलिखित प्रावधान आवेदकों के संगत वर्गों के मामले में लागू होंगे

11. These functions include token issuance, initial scrutiny of the application forms, acceptance of fee, scanning of the documents and taking photos and biometrics.

इन कार्यों में टोकन जारी करना, आवेदन फार्मों की प्रारंभिक जांच करना, शुल्क प्राप्त करना, दस्तावेजों की स्केनिंग करना तथा फोटों एवं बायोमेट्रिक लेना शामिल है।

12. (b) whether staff shortage and corruption have been cited as key reasons for delay in issuance of passports and if so, the details thereof;

(ख) क्या स्टाफ की कमी और भ्रष्टाचार पारपत्र जारी करने में विलंब के मुख्य कारण हैं और यदि हां, तो तत्संबंधी ब्यौरा क्या है;

13. We are actively considering further streamlining of the issuance process and augmenting the manpower and infrastructure of RPO Bangalore to cater to this increased demand. 5.

हम इस बढ़ी हुई मांग को पूरा करने के लिए पासपोर्ट जारी करने की प्रक्रिया को और सुचारू बनाने, बंगलौर स्थित क्षेत्रीय पासपोर्ट कार्यालय में जनशक्ति और बुनियादी सुविधाओं में वृद्धि करने पर सक्रिय रूप से विचार कर रहे हैं ।

14. These include purchase of a small dwelling unit for self occupation and suitable accommodation for carrying out self-employment, issuance of PAN card and Aadhar card.

इसमें स्वियं के रहने के लिए एक छोटा घर और स्व्-रोजगार हेतु उपर्युक्तत आवास की खरीद, पेन कार्ड और आधार कार्ड जारी किया जाना शामिल हैं।

15. Women above eighteen years of age are to be treated as the head of household for the purpose of issuance of food grains under the Public Distribution System.

सार्वजनिक वितरण प्रणाली के अंतर्गत खाद्यान्न जारी करने के प्रयोजन से अठारह वर्ष से अधिक आयु की महिला को परिवार की मुखिया माना जाएगा।

16. (d) & (e) As of now, statements and passbooks issued by 26 Public Sector banks are accepted as one of the address proofs as supporting document for passport issuance.

(घ) से (ड़): अब तक 26 सरकारी क्षेत्र के बैंक द्वारा जारी विवरणों तथा पासबुकों को पासपोर्ट जारी करने के लिए पते के एक प्रमाण हेतु समर्थन दस्तावेज के रूप में स्वीकार किया जाता है।

17. (iii) Additional Terms & Conditions to be adhered to by the Foreign Employers and RAs were prescribed to be accepted before issuance of ‘Country Specific Order’ to recruit nurses.

(iii) नर्सों की भर्ती के लिए 'देश विशेष आदेश' जारी करने से पहले विदेशी नियोक्ताओं और भर्ती एजेंटों के लिए अतिरिक्त नियम और शर्तें पालन करने की स्वीकार्यता निर्धारित की गई।

18. I also urge the administrations in the LAC countries to simplify the visa issuance processes, which will act as a catalyst for boosting business and tourist travel and greater people-to-people contacts.

मैं भी वीजा जारी करने की प्रक्रियाओं को सरल करने के लिए एलएसी देशों में प्रशासन से आग्रह करता हूं जो व्यापार और पर्यटन यात्रा और अधिक से अधिक लोगों के बीच संपर्क बढ़ाने के लिए एक उत्प्रेरक के रूप में कार्य करेगा।

19. * London Stock Exchange Group and Yes Bank, one of India’s leading banks, are signing a MoU to foster joint collaborations on bond and equity issuance, with a strong focus on Green Infrastructure Finance.

लंदन स्टाक एक्सजेंच ग्रुप तथा यस बैंक, जो भारत के अग्रणी बैंकों में से एक है, हरित अवसंरचना वित्त पोषण पर बहुत बल के साथ बांड एवं इक्विटी बीमा पर संयुक्त साझेदारी को बढ़ावा देने के लिए एक एम ओ यू पर हस्ताक्षर कर रहे हैं।

20. (vii) Only front-end activities, such as token issuance, initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos and biometrics are performed by the Service Provider’s staff.

(vii) सिर्फ फ्रांट एण्ड कार्य, अर्थात टोकन जारी करने, पासपोर्ट आवेदन पत्रों की प्रारंभिक जॉच करने, शुल्क स्वीकार करने, प्रलेखों की जाँच करने, तस्वीर खींचने तथा बायोमैट्रिक्स तैयार करने आदि जैसे कार्य सेवा प्रदाता के कर्मचारी द्वारा किए जाते हैं।

21. Front-end activities, such as token issuance, initial scrutiny of the application forms and acceptance of fee where applicable, scanning of documents, taking biometrics and photos, are performed by the Service Provider’s staff.

टोकन जारी करना, आवेदन प्रपत्र की आरंभिक पड़ताल तथा जहां लागू है वहां शुल्क स्वीकार करना, दस्तावेजों की स्कैनिंग, बायोमेट्रिक तथा फोटो लेना, जैसे शुरू से अंत तक के कार्य सेवा प्रदाता के कर्मचारियों द्वारा पूरे किए जाते हैं।

22. To address this aspect, I will be launching a pilot project next week in Bengaluru to link Passport offices directly with the police stations, which is expected to reduce the time taken for issuance of police verification, thus, speedier issue of passports.

इस पहलू का समाधान करने के लिए मैं अगले हफ्ते बेंगलुरु में एक प्रायोगिक परियोजना का शुभारंभ करूंगा जिसके फलस्वरूप पासपोर्ट कार्यालयों को सीधे पुलिस स्टेशनों से जोड़ दिया जाएगा। आशा है कि इससे पुलिस जांच जारी करने में लाग्ने वाले समय में कमी आएगी और पासपोर्ट शीघ्रता से जारी किए जा सकेंगे।

23. The Indian Missions receive complaints from Indian workers against their sponsors regarding non-payment/less payment of salaries, non-issuance/renewal of residence permits, refusal to grant exit/re-entry permits for visit to India, refusal to allow the worker on final exit visa etc.

भारतीय मिशनों को भारतीय कामगारों से उनके प्रायोजकों के विरुद्ध वेतन का भुगतान नहीं करने/कम वेतन देने, आवासीय परमिट जारी नहीं करने/उसका नवीनीकरण न करने, निकासी अनुमति देने के लिए मना करने/भारत यात्रा के लिए पुनः प्रवेश परमिट न देने, अंतिम निकासी वीज़ा आदि के लिए कामगारों को अनुमति देने से मना करना आदि के बारे में शिकायतें प्राप्त होती हैं।

24. Thus, the applications under process are two-three weeks’ workload]. Passport issuance process, after receiving clear Police Report, involves uploading of police report, allotment of passport booklet, printing of passport, quality check, lamination, signatures by a designated official and dispatch by Speed Post to applicants.

इस प्रकार, इस प्रक्रिया के अन्तर्गत इन आवेदनों पर कार्रवाई 2-3 सप्ताहों का कार्य है) स्पष्ट पुलिस सत्यापन रिपोर्ट प्राप्त होने के बाद पासपोर्ट जारी करने की प्रक्रिया में पुलिस रिपोर्ट की अपलोडिंग, पासपोर्ट पुस्तिका का आवंटन, पासपोर्ट का मुद्रण, गुणवत्ता जांच, लेमीनेशन, नामित अधिकारी द्वारा हस्ताक्षर तथा 'स्पीडपोस्ट' द्वारा आवेदक को पासपोर्ट का प्रेषण शामिल है।(

25. ii. As a first step in designing the PSP, the National Institute for Smart Government (NISG) was engaged for studying the existing system of Passport issuance in India and the global best practices and for making suitable recommendations on establishing a redesigned system that could fulfill the aforesaid objective.

(ii) पीएसपी डिजाइन करने के प्रथम चरण के रूप में भारत में पासपोर्ट प्रचालन की मौजूदा प्रणाली के अध्ययन के लिए तथा पुनर्डिजाइन की गयी प्रणाली स्थापित करने पर उपयुक्त सिफारिश किए जाने के लिए एवं विश्व के सर्वश्रेष्ठ अभ्यास के लिए नेशनल इंस्टीट्यूट फॉर स्मार्ट गवर्नमेंट को शामिल किया गया, जिससे उल्लखित उद्देश्यों को पूरा किया जा सके।

26. The proposal is to have 77 Passport Seva Kendras all over the country where the non-sovereign functions, involved in the passport issuance process, such as initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos, etc., will be performed by Tata Consultancy Services.

पूरे देश में 77 पासपोर्ट सेवा केन्द्र स्थापित किए जाने का प्रस्ताव है जहाँ पासपोर्ट जारी करने की प्रक्रिया से जुड़े गैर-शासकीय कार्य जैसे आवेदन पत्रों की शुरूआती जाँच, शुल्क प्राप्त करना, दस्तावेज़ों की स्कैनिंग, फोटो लेना आदि टाटा कंसल्टेंसी सर्विसेस द्वारा किए जाएंगे ।

27. (a) to (c) As part of the Passport Seva Project (PSP), a Mission Mode Project, implemented by the Government with a view to comprehensively overhaul passport issuance system, 77 Passport Seva Kendras (PSKs) have been set up and operationalised as extended arms of the existing 37 Passport Offices across the country.

(क) से (ग) सरकार द्वारा पासपोर्ट जारीकरण प्रणाली के व्यापक नवीकरण के उद्देश्य से पासपोर्ट सेवा परियोजना (पीएसपी) के भाग के रूप में मिशन मोड परियोजना को कार्यान्वित किया गया था, देशभर में मौजूदा 37 पासपोर्ट कार्यालयों की विस्तारित शाखाओं के तौर पर 77 पासपोर्ट सेवा केंद्र संस्थापित तथा प्रचालित किए गए।

28. The proposal is to have 77 Passport Seva Kendras all over the country where the non-sovereign functions, involved in the passport issuance process, such as initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos, etc., will be performed by the selected Service provider.

पूरे देश में 77 पासपोर्ट सेवा केन्द्र स्थापित किए जाने का प्रस्ताव है जहाँ पासपोर्ट जारी करने की प्रक्रिया से जुड़े गैर-शासकीय कार्य जैसे आवेदन पत्रों की शुरूआती जाँच, शुल्क प्राप्त करना, दस्तावेज़ों की स्कैनिंग, फोटो लेना आदि चयनित सेवा प्रदाता द्वारा किए जाएंगे ।

29. The proposal is to have 68 Passport Facilitation Centres all over the country where the non-sovereign functions, involved in the passport issuance process, such as initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos, etc. will be done by the service provider to be selected through an open bidding process.

इस प्रस्ताव में पूरे देश भर में 68 पासपोर्ट सुविधा केंद्र खोले जाने हैं जहां कि पासपोर्ट जारी करने की प्रक्रिया में सन्निहित सभी बाह्य-प्रभुसत्ता वाले कार्य जैसे कि आवेदन-पत्रों की प्रारंभिक संवीक्षा, शुल्क की स्वीकृति, दस्तावेजों की स्कैनिंग, फोटो लेने इत्यादि के कार्य खुली बोली लगाने की प्रक्रिया के माध्यम से चयनित सेवा-प्रदाता द्वारा किया जाएगा।

30. (a) Government is aware that on account of a number of factors, including the process for applying and issuance of necessary visas, there have been occasions wherein pilgrims undertaking visits to various shrines in Pakistan under the ‘Bilateral Protocol on Visits to Religious Shrines-1974’ waited for the requisite visas till very close to their scheduled departure.

(क) सरकार को इस बात की जानकारी है कि आवश्याक वीजा के लिए आवेदन करने तथा इसे जारी करने सहित अनेक कारकों के चलते ऐसे अवसर आते हैं जिनमें ‘धार्मिक स्थकलों के दौरों पर द्विपक्षीय प्रोटोकॉल-1974’ के तहत पाकिस्ताहन में विभिन्ने पूजा स्थवलों का दौरा करने वाले तीर्थयात्रियों को अपने निर्धारित प्रस्था9न के बिल्कुकल करीब आने तक अपेक्षित वीजा के लिए इंतजार करना पड़ा।

31. We propose to have 68 Passport Facilitation Centres all over the country where the non-sovereign functions, involved in the passport issuance process, such as initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos, etc. will be performed by a service provider to be selected through an open bidding process.

तत्काल पासपोर्ट आवेदन प्रस्तुत करने वाले दिन ही जारी किए जाएंगे। पूरे देश में 68 पासपोर्ट सुविधा केंद्र खोले जाने का प्रस्ताव है, जहां पासपोर्ट जारी करने की प्रक्रिया से संबद्ध उन संप्रभु अर्थात कम महत्व वाले कार्यकलाप जैसे आवेदन प्रपत्रों की प्रारंभिक छंटाई एवं जांच, आवेदन शुल्क की स्वीकृति, दस्तावेजों की स्केनिंग, फोटो लेना आदि किसी सेवा प्रदाता द्वारा किए जाएंगे।

32. This also includes providing advice on the authenticity of recruiting agents; pre-departure and post-departure guidelines; visa status; address of Indian Mission concerned for checking the details of employer and visa; guidance on passport issuance/renewal; authenticity of the foreign employer; guidance on emigration clearance; information on Pravasi Bharatiya Bima Yojna; information about the restriction/advisory for any specific country, etc.

इसमें भर्ती एजेंटों की प्रामाणिकता; प्रस्थांन-पूर्व तथा प्रस्थाेन के पश्चाुत् दिशानिर्देशों; वीजा की स्थिएतियों; वीजा और नियोक्ता की जानकारी की जांच करने के लिए संबंधित भारतीय मिशन का पता; पासपोर्ट जारी/नवीकृत करने संबंधी मार्गनिर्देश; विदेशी नियोक्ता की प्रामाणिकता; उत्प्र्वासन अनापत्तिर संबंधी दिशानिर्देश; प्रवासी भारतीय बीमा योजना संबंधी जानकारी; किसी देश विशेष के लिए प्रतिबंध/परामर्शी संबंधी जानकारी आदि पर सलाह प्रदान करना शामिल है।

33. Tatkal passports will be issued on the day of submission of the application. We propose to have 68 Passport Facilitation Centres all over the country where the non-sovereign functions, involved in the passport issuance process, such as initial scrutiny of the application forms, acceptance of fee, scanning of the documents, taking photos, etc. will be performed by the service provider who has been selected through an open bidding process.

हमारा प्रस्ताव संपूर्ण देश में 68 पासपोर्ट सुविधा केंद्रों की स्थापना करने का है जिनमें पासपोर्ट जारी करने की प्रक्रिया के अशासकीय कार्य, जैसे कि आवेदन प्रपत्रों की आरंभिक जांच, शुल्क जमा करना, दस्तावेजों की स्कैनिंग, फोटो लेना इत्यादि उस सेवा प्रदाता द्वारा किए जाएंगे जिसका चयन खुली निविदा प्रक्रिया के द्वारा किया गया है।

34. In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number.

पासपोर्ट जारी किए जाने के लिए पुलिस सत्यापन प्रक्रिया में सुधार करने तथा उसे और उदार बनाने के क्रम में सरकार ने यह निर्णय लिया है कि आधार, मतदाता पहचान पत्र (ईपीआईसी), स्थायी खाता सं. (पीएएन) तथा अनुबंध-I के प्रपत्र में शपथ-पत्र के साथ पहली बार आवेदन करने वाले सामान्य पासपोर्ट आवेदकों को अतिशीघ्र पासपोर्ट जारी किए जाने के लिए उनके आवेदन पर बिना किसी अतिरिक्त शुल्क के पश्च- पुलिस सत्यापन आधार पर कार्रवाई की जाएगी, बशर्ते उनकी आधार संख्या का सफल ऑनलाइन वैधीकरण हो जाता है।

* पासपार्ट जारी करने के लिए पुलिस सत्यापन प्रक्रिया में और सुधार करने एवं उदार बनाने के उद्देश्य से सरकार ने निर्णय लिया है कि आधार, चुनावी फोटो पहचान पत्र (ई पी आई सी), स्थाई खाता संख्या (पैन) कार्ड तथा अनुबंध 1 के फार्मेट में हलफनामा प्रस्तुत करने वाले पहली बार आवेदन करने वाले सभी आवेदकों के पासपोर्ट के लिए सामान्य आवेदनों की अब से पुलिस सत्यापन पश्चात आधार पर आधार नंबर की सफल आनलाइन पुष्टि के अधीन अतिरिक्त शुल्क के भुगतान के बगैर प्रोसेस किया जाएगा।

36. In order to further improve and liberalize Police Verification procedure for passport issuance, the Ministry announced on 25 January, 2016 that normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the prescribed format that no criminal proceedings were pending against the applicant will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees.

पासपोर्ट जारी करने हेतु पुलिस जांच प्रक्रिया में सुधार करने तथा इसे अधिक उदार बनाने के लिए मंत्रालय ने 25 जनवरी, 2016 को घोषणा की है कि पहली बार सामान्य पासपोर्ट हेतु आवेदन करने वाले जिन आवेदकों ने आधार कार्ड, मतदाता फोटो पहचानपत्र, स्थायी लेखा संख्या (पीएएन) कार्ड और निर्धारित प्रपत्र में यह शपथपत्र दिया हो कि उस आवेदक के विरुद्ध कोई भी आपराधिक कार्यवाही लंबित नहीं है, उनके आवेदन पर पुलिस द्वारा बाद में सत्यापन किए जाने के आधार पर कार्रवाई की जाएगी, जिससे पासपोर्ट जारी करने की प्रक्रिया में तेजी आएगी तथा इसके लिए कोई अतिरिक्त शुल्क नहीं लिया जाएगा।
